I have just written a blog entry in my other blog Valencia Comment about why it can be advantageous to individuals to move to Spain and pay tax here if you are a high earner. It is all to do with the transfer of Ronaldo to Real Madrid and the Beckham Law as it is known allowing tax rates to be set at 25% for a period of up to six years for Spanish residents.
