Just to the north of Valencia, 4km exactly, is the Marina village of Port Saplaya. Now Port Saplaya has an internal Marina, and many properties have views over the Marina or the Mediterranean, just avoid the ones with the views over the motorway to the back.
However if the Ley De Costas is to be followed then much of Port Saplaya would have to be demolished becaue it lies less than 100m away from the highest point the tide has reached in the worst storm in living memory (That is the arbitrary standard to which the Ley De Costas is applied)
Check out the video and images from Port Saplaya in Valencia and tell me what you think.
